Clearinghouse Steering Committee Charter

Purpose

The FHWA LTAP/TTAP Clearinghouse Steering Committee will work to insure that the LTAP/TTAP Clearinghouse is successful in developing products and services that meet the needs of the Centers and the Program community in accordance with the Program Strategic Plan. In doing so, the Steering Committee will also work to advance the objectives and insure the continued progress and growth of the national LTAP/TTAP Program.

Roles and responsibilities for the Steering Committee include but are not limited to:

  • Provide overall strategic review, analysis and direction to the Clearinghouse on its roles, responsibilities and performance management for the national Program community
  • Monitor, anticipate and respond to strategic opportunities and challenges faced by the Clearinghouse
  • Facilitate communication between Program stakeholders on the work of the Clearinghouse, with particular emphasis on maximizing effective input from LTAP/TTAP Centers
  • Support Clearinghouse efforts and deliverables on behalf of the national Program community

Specific tasks include but are not limited to:

  • Define, develop and track reporting methods and tools to analyze and evaluate Program performance in consultation with FHWA, NLTAPA and Centers
  • Identify areas of focus for future initiatives and deliverables
  • Review and maintain progress toward completion of existing projects
  • Help provide direction on annual work plan items

Members

The Steering Committee is comprised of the six [6] working members. Three members are predetermined through their respective roles in the LTAP/TTAP:

  • An FHWA LTAP/TTAP representative
  • The current NLTAPA President
  • The current NLTAPA Executive Committee member leading their External Communications work group

Four [4] additional members representing the broader LTAP/TTAP community are drawn directly from LTAP/TTAP Centers. Chosen by the Program Manager in consultation with the Program community, each member serves one two-year term that will be staggered to insure continuity and smooth succession. Additionally, the Committee has the option to choose a chair from its members to serve a term of one year.

The importance and depth of the work of the Steering Committee requires active, work oriented members. Criteria for selection to serve on the Committee include but are not limited to:

  • Demonstrated commitment to the LTAP/TTAP
  • Significant experience in strategy, management and/or operations
  • Willingness to deliver results
  • Ability to participate in "outside the box" thinking and rigorous discussions dedicated to improve the Clearinghouse and Program services

Operations

The Steering Committee expects to meet at least twice each calendar year; once in February before the regional meetings, and once at the LTAP/TTAP Annual Conference. Additional meetings, whether face-to-face or virtual, can be scheduled at the discretion of the Committee. FHWA will develop the agendas for these meetings in consultation with the Committee and the Clearinghouse staff.
