- Opening Remarks. President Mike Blankenship thanked the Tribal Centers, FHWA, the NLTAPA partners, the Clearinghouse, all the presenters and the entire membership for making the conference a success.

- You Tell Us: What can/could NLTAPA do for your center? Nationally? Throughout the room, members voiced their opinions. Input will be carried to the Sept. 1 & 2 meeting with FHWA.
- New Business
- Renewal of AASHTO Partnership Agreement: The ACP will begin working on renewing the partnership agreement with AASHTO. Target date for signing is at the AASHTO National Meeting on Sept. 19, 2004 in Philadelphia, PA.
- Advisory Committee on Partnerships: Bruce Drewes announced that two positions were open on the ACP. Interested members should contact him.
- Welcome New Officers/Committee Members: Mike Blankenship welcomed the new officers, Terry McNinch and Bruce Drewes, and the new Executive Committee members: Evan Hong, Region 2; Ed Stellfox, Region 3; and Marie Walsh, Region 6.
- Thank You to Outgoing Executive Committee Members: President Terry McNinch thanked the outgoing Executive Committee members: Ron Hall, Region 2; J.W. Chism, Region 6; and outgoing President, Mike Blankenship, Region 3.
- Thank You to Region Two Meeting Organizers: Ron Hall thanked the members of the Tribal Centers who organized the conference.
- 2005 National Meeting, "Navigating the River of Knowledge" Dubuque, IA: Lisa Harris introduced a skit by Region 7 members welcoming us to Iowa in 2005. A video was shown highlighting the Dubuque area.
- The Chair called for a motion to adjourn. Moved, seconded and approved. The meeting adjourned at 11:00 AM.

You Tell Us - Comments and opinions from the summer meeting
At the August 2004 summer meeting; NLTAPA opened the floor to the question of "What do you want NLTAPA to work on for your Center?"
- Dan Cady: NLTAPA should look more into working with groups such as NCEER in Florida, which provide a registry of training certifications and ask how could cooperative ventures would benefit our customers?
- Doyt Bolling: Focus on eliminating duplication of training materials/workshops between centers. Also, stronger role in partnerships with associations.
- Don Walker: Should focus on the 58 centers themselves and local agencies. What help do they need? O.K. if dues go up if needed as long as there's proof that it serves our customers. Take advantage of activities that can be accomplished! Just more work, means more people needed. Centers should help each other more when needed.
- Dave Frye: Move from a volunteer organization to having a staff person. Leverage resources to cover expenses.
- Ron Hall: Workforce Development has become their main focus. How can we expand our scope? LTAP/TTAP is only reaching 75% of transportation workforce. How to get the rest? Association should get #'s and statistics on the impact of LTAP on workforce.
- Mohammed Queshi: Association should take a role in collecting info on what centers are already doing, so we're not all reinventing the wheel.
- Bud Darby, NICET: Encourage developing conference vendors to raise needed money. A lot of interest in our conference. Raise the needed support money.
- Doyt Bolling: Reach out to team leaders on FHWA Division offices.
- Dan Cady: Need help penetrating the League of Municipalities and similar organizations within state. Association to help with these outreach efforts.
- Hank Lambert: Currently working with ICNA, City/Town Managers Association, League of Cities, etc.
- Nina Barker: Asking for access to all centers' developed training materials. How can they be available to all?
