Executive Committee Meeting Minutes
April 25, 2005

Telephone conference call was called to order at 2:36 pm EST.

Agenda was reviewed and approved.

Old Business

  1. International T2 Conference Update - Bruce Drewes - The EC discussed suggested plenary sessions distributed by Bruce that were prepared by the organizing committee for the international conference. The EC asked that the sessions be more relevant to LTAP Centers by containing information the Centers can share and/or use. The site committee for the 2006 conference is in its final discussion with the hotel and FL LTAP is hoping to have a signed contact soon. After the concerns about the sessions and the agenda for the international part of the 2006 conference were express. Bruce will ask to be placed onto the Planning Committee. Al Alonzi as chair reported from the conference Funding Committee; informed the group that funding for the conference is coming together. Lisa Pogue from the conference's Marketing Committee is putting together packet of information at will be able to be used to promote the conference.
  2. 2006 Conference - LTAP Portion - Marie Walsh - Marie is reviewing the information that has been sent to her and will be putting together a committee to start working on the agenda for the LTAP portion of the international conference.
  3. 2005 LTAP Summer Meeting Update - Lisa Harris - Lisa told the group that the agenda has been mailed and that the conference planning is going on schedule. Action taken: Invite National Transportation Training Directors to the 2005 conference, Bruce has talked to and invited Todd Hansen President of NTTD and Todd will attend the conference to speak about the NTTD organization and it's role in the state Departments of Transportations. Terry sent an invitations to NACE president and the Executive Director for the Salt Institute. Send invitation to Salt Institute Ex. Dir.? Terry
  4. Partnership Liaison Guidelines - Signed? Update - Bruce Drewes - Liaison Guidelines have been sent to all Liaisons. Russ Neyman has questioned the reason for have the NLTAPA Liaison sign the guidelines. Bruce and Russ have not been able to discuss.
  5. R&R status report - Lisa, Bruce, Marie, Al - And what's next for NTLAPA in the process - Terry - There was some question about what NLTAPA can pursue until the R&R recommendations are made final. It was decided to discuss this topic at the spring EC meeting.
  6. Spring EC meeting agenda - Terry - National Institute for Certification in Engineering Technologies (NICET) - Bruce - NICET plans to talk with the EC about a possible partnership. Bruce was asked to contact Bud Darby to let him know that this discussion would not be about partnering but about how National Institute for Certification in Engineering Technologies (NICET) might be able to help LTAP Centers that are interested in offering the possibility of certification to their customers. Other topics for EC discussion at the Spring meeting: EC/FHWA brainstorm on funding scenarios (EC reps to poll Centers???) - Terry; Nat. Roads Scholar "Harmonization" - Pros and Cons for summer session - Terry; RnR NLTAPA Terry; NLTAPA RnR roadmap, association structure, etc. Terry; 2005 and 2006 conference updates
  7. Spring EC Meeting in San Francisco: Details. - Linda Howe-Steiger - No discussion; Linda was not able to make this call.
  8. InterTraffic 2005 - Ed Stellfox - Sept. 27-29, 2005 in Baltimore, See attachment [need a sentence here saying what the attachment contains and what the EC did with it]
  9. SPC - Distribution of the Performance Measures Snapshot - Terry - Succession Plan for SPC - Terry, Al - Questions were raised regarding the FHWA cover letter that was part of the Snap Shot distribution to FHWA Division Offices. Letter infers that the CAR should be sent by a center to its Division office. Centers, EC members, and SPC members recall that CAR was for FHWA Program Manager's eyes only and development of the Snapshot. Succession Plan - FHWA revised the plan. SPC will remain a floating committee, members will be selected by the committee and NLTAPA current president will be a member.

New Business

  1. Report on NACE annual conference in Bismarck - Terry - Terry reported that presentation to the NACE Board went very well and was warmly received. Other LTAP Center had presentation in the General Sessions at this conference Terry told the E.C. that he will not be asking to be reimbursed for his travel costs
  2. New Chair for the Advisory Committee on Partnering (ACP) - Bruce - Bruce asked to be replaced as the Chair of the ACP, He has held this position for the last three years and with all of his other duties, and he would like to be replaced. No one stepped up, so Bruce was asked to see if one of the ACP members would be willing to take the position.
  3. NLTAPA Presentation at APWA Congress, Sept. 2005 - Terry - Terry asked Bruce coordinated efforts to be sure Bruce will receive all information he needs about the session logistics
  4. National Transportation Asset Management Conference - Terry - This conference will take place November 1-3, 2005, Kansas City. It will be sponsored by FHWA. The conference will include a Local Agency Implementation Session and Local Agency Forum Session. Terry hopes it will draw local agency participants from Region 7 states. [I can't speak to the rest of this; maybe Terry can clarify] Local agency presenters? Terry provided some background information on this to the group. He would like to see a number of people from Region 7 attend.
  5. AASHTO Green Book sent out - Terry - Doyt Bolling, AASHTO partnership liaison, will take action to maintain a list of contacts within the LTAP Centers to send information about AASHTO publications
  6. Mexico Peer Exchange - Al Alonzi is looking for recommended LTAP staff that would make an exchange productive. Terry suggested that the EC members send Al names of people in their region that would be good candidates.
