Executive Committee Meeting Minutes
February 14, 2005

Telephone conference call was called to order at 2:30 pm EST.

Roll Call

Executive Committee Members participating in the call: Terry McNinch MI LTAP (President), Bruce Drewes (Secretary), ID LTAP, Jim Burati, SC LTAP, Lisa Harris, KS LTAP, Linda Howe-Steiger, CA LTAP, Ed Stellfox, MD LTAP, Marie Walsh, LA LTAP, Ken Skorseth, SD LTAP and Chris Ahmadjian, MA LTAP

Others participating in the call: Al Alonzi (FHWA), Donna Shea (LTAP Clearinghouse Liaison), Lisa Pogue, LTAP Clearinghouse

Executive Committee Members not participating in the call: All were present.

Agenda was reviewed and approved.

Minutes from the TRB meeting were reviewed and approved by the Executive Committee.

Old Business

  1. Spring 2005 EC Meeting in San Francisco - Linda Howe-Steiger - Linda reported that we will be meeting at the FHWA resource Center and that she has identified a couple of hotels for the E.C. Board to stay at, the pricing of the hotels was viewed as high so the board will look for something at a lower cost. Al Alonzi asked about federal rates and Linda informed him that the hotels have a "fed" rate with a requirement that a letter on Federal letterhead be provided.
  2. R&R Status Report- Bruce Drewes, Lisa Harris, Marie Walsh, Al Alonzi - Al is working at putting together the notes from the TRB session on the R&R committees and input from the Centers. The breakout sessions at TRB were viewed as a success and a lot of very good input was received.
  3. International T2 Conference- Bruce Drewes - A committee was formed at TRB to expand the 2006 National LTAP conference into another International conference. The International Conference Committee was broken up into subcommittees; Marketing, Planning and Funding. Florida LTAP will be working on the site location. The first telephone conference call was completed this morning.
  4. Partnership Liaison Guidelines - Bruce Drewes - Liaison guidelines have not been sent out yet for signature.
  5. 2005 LTAP Summer Conference - Lisa Harris - Lisa Harris and Dan Cady are working on the agenda for the conference. Bruce asked if the National Transportation Training Directors (NTTD) will have time on the National agenda or if it would be on the NLTAPA business meeting, NTTD will be invited to the business meeting.
  6. 2006 LTAP Summer Conference- Terry McNinch - Marie Walsh was asked to chair the agenda Committee on the 2006 Conference and she will let the Board know in two weeks.

New Business

  1. PAR/CAR feedback from the EC to the Strategic Planning Committee (SPC) - Terry McNinch - The EC recommended that additional information be developed by the SPC so that the information that is reported is the same from one center to the other. The 2005 LTAP conference will have three sessions on the PAR/CAR to address some of those issues.
  2. PAR/CAR Non Responders - Al Alonzi - Al reported that the following states have not submitted their PAR and CAR reports. - PAR: FL, NY, IN, ME, NM, PA, WY, TTAP MI; CAR: ME, IN, PA, NM, NV. EC members volunteered to remind any non-responders in their regions.
  3. ASCE/FHWA Paved Low Volume Roads Guide and Train the Trainer - Al Alonzi - Al is working with ASCE to develop a train the trainer program for this program; he has also worked out an agreement for all the LTAPs to purchase the guide from ASCE for a discounted price of $50.00 dollars.
  4. LTAP 101 EC Rep - Terry McNinch - The Clearinghouse Advisory Committee, through Donna, has asked for an EC member to join them in planning out the LTAP101 agenda for the 2005 Summer Conference. Ed Stellfox will work with the Clearinghouse Advisory Committee.
  5. InterTraffic 2005- Terry McNinch - Mike Martin, ARTBA, called about LTAP playing a role in InterTraffic 2005 North America. InterTraffic is an important event outside of the U.S. The 2004 conference in Amsterdam drew 24,000 people from 109 countries, with over 600 vendors. ARTBA is trying to generate momentum to begin a North America InterTraffic. But they want to start out slow, much smaller, maybe 4-500 people for the first time. ARTBA has asked us to join with them in some of the session planning and possibly some presentations if we had something that fit. The first conference is scheduled for Sept. 27-29, 2005 in Baltimore. Presentation tracks include 1. Work Zone Safety; 2. Environmental Regulation Streamlining and Compliance; 3. Traffic management (roundabouts, traffic calming, merge systems); 4. Economic and Financial Management. The EC thought that it would be good to look into this proposal and Terry McNinch and Ed Stellfox will work on this.
