Telephone conference call was called to order at 2:35 pm EST.

Executive Committee Members participating in the call: Terry McNinch MI LTAP (President), Bruce Drewes (Secretary), ID LTAP, Jim Burati, SC LTAP, Lisa Harris, KS LTAP, Ken Skorseth, SD LTAP, Ed Stellfox, MD LTAP, and Chris Ahmadjian, MA LTAP.
Others participating in the call: Anthony Giancola, Executive Director of NACE
Executive Committee Members not participating in the call: Marie Walsh, LA LTAP, Linda Howe-Steiger, CA LTAP and Evan Hong, CA TTAP.
Approve Agenda
A motion was made to approve the agenda. A request was made to include the topics of a possible partnership with the Portland Cement Association and the Work Plan and Budget. This request was approved, the agenda was modified and the motion was seconded. The motion passed as modified.
Old Business
- International T2 Conference Update - Bruce Drewes: At a recent International Conference telephone conference call, Al Alonzi asked the Planning committee to look at changing the focus of the 2006 Conference from an International focus to more of a National focus. This would mean that the main agenda would continue having some International flavor but that the main focus of the conference would be on the LTAPs. Al would like to see attendees from the FHWA division offices and the DOTs that are working with the LTAP program. Bruce will be working with the program committee to realign the agenda to meet this change. Bruce will continue sharing this agenda with the E.C. as it is developed.
- 2006 LTAP Summer Meeting Update - Marie Walsh: Marie was not able to make this conference call, so she had sent Terry an email concerning this point. She said that her committee for the LTAP part of the 2006 Conference has been assembled and will meet in Dubuque.
- 2005 LTAP Summer Meeting Update - Lisa Harris: The Summer Conference is ready to go and it should be an informative and enjoyable time for everyone.
- NLTAPA Business Meeting Agenda - Terry McNinch: Terry shared draft agendas for the business meetings for Sunday and Wednesday. The EC asked that specific time allotments be included on the agenda because we have a lot of topics to cover in a short amount of time. Terry will make the changes to the agenda.
- Centers dues paid: Nine Centers have missed the June 30th date for paying their dues, and are in the process of being paid, but the Centers will not be eligible to vote.
- R&R status report - Terry McNinch: The R&R Committee has recommended having a new Clearinghouse Steering Committee structure. The structure will be shared with the Centers in Dubuque.
- InterTraffic 2005 - Terry McNinch: The graphics and text of the information for this Conference was sent out by Terry through T2 All and is available to Centers for use in their newsletters.
- ACP (Partnerships) - Marie Walsh:
- Liaison positions for APWA and NACE will need to be filled. Marie will be sending out an announcement on T2all and will invite Centers to provide her with names of possible candidates for these important positions. Bruce is willing to retain a position on the ACP to replace Gib Peaslee.
- Partnership evaluation and report - requested for week of July 18.
- AASHTO Anti Icing CD - Terry McNinch:
- The EC will work with the LTAP Clearinghouse on replication and distribution and to develop distribution guidelines for Centers (NACE no charge, others $100, where to send fee, etc.).
- Draft NLTAPA Organizational Structure - Terry McNinch:
- FHWA comments have not been received yet.
- A motion was made to approve the NLTAPA Organizational Structure with language for the sub topics. The motion was seconded and passed.
New Business
- Dubuque EC meeting - Terry McNinch: At the Dubuque meeting of the E.C., Terry would like to propose the formation of a special committee to look at the NLTAPA governing structure. This will be discussed at Dubuque.
- Portland Cement Association- Jim Burati: Jim was contacted by the Portland Cement Association about the possibility of becoming a partner of NLTAPA. Jim will work with the ACP on this proposal.
- Work Plan and Budget - Terry McNinch: The E.C. discussed a draft workplan and budget sent by Terry and provided direction to help make these documents easy-to-follow when presenting them to the Centers.
