Executive Committee Meeting Minutes
April 17, 2006

Welcome and Call to Order - 2:38 p.m.

Executive Committee members present: Chris Ahmadjian, Patsy Anderson, Bruce Drewes, Lisa Harris, Linda Howe-Steiger, George Huntington, Terry McNinch, Duane Smith, Ed Stellfox, Marie Walsh

Consent Agenda - Bruce Drewes, President

  • Approval of Agenda - approved
  • Approval of March 13, 2006 EC Conference Call Minutes - dispensed with reading, approved

Continuing Business

Vendor guidelines - Duane Smith: Duane Smith will send the final draft to the EC, Bruce Drewes will poll EC members by Friday, April 21. If the final version is accepted, Bruce will notify centers. The deadline for submitting proposals will be May 26. The EC as a whole will review proposals at their June 12 conference call.

National LTAP Conference Planning - Terry McNinch: Terry will present his proposed structure at the Region 5 and 8 meeting; will wait for Roles and Responsibilities process for final decision on structure of planning committee.

Assess interest in becoming an officer in 2006-2007 - Bruce Drewes: The following individuals were nominated by the E.C. to be placed on the ballot: Lisa Harris, President; Patsy Anderson, Secretary

Work Groups

  • Program Strategies - Bruce Drewes - New structure for the EC - Bruce will revise original document to incorporate feedback received. He will send out a revised draft to the EC and the leadership group by April 21; 501 (c) (3) filing - Maria Ardila-Coulson received a letter from the IRS asking for contact information and verification that the organization intends to continue as a tax exempt organization. Bruce will follow up and name the Treasurer as the contact person; Discussion of draw downs from the LTAP/TTAP authorization and what additional SAFETEA-LU programs centers can use to supplement their funding - Bruce and Clark Martin are preparing a menu of additional funding and program opportunities for centers. They will present a draft at the June EC meeting in Santa Fe.
  • Partnerships - Marie Walsh - Marie and Patsy Anderson will submit recommendations for an alternative structure for NLTAPA partnerships for comments for the next conference call. Due to changes in LTAP center personnel, new liaisons are needed for the APWA and Salt Institute partnering agreements.
  • Internal Communications - Chris Ahmadjian - Lisa Harris will submit a final version of the internal brochure to the EC at their June meeting. Kathy Des Roches has created an archive for T2all messages at http://listproc.unh.edu/archives/t2all/. This is also available from the www.ltapt2.org website. A regional meeting template is on hold.
  • External Communications - Terry McNinch - Terry met with the Association of Metropolitan Planning Organizations to discuss reauthorization strategies. Strategies include developing a position statement and legislative language, focusing on strategic committees and their members, and adapting educational materials for different decision makers.
  • Training Products and Resources - Ed Stellfox - Gib Peaslee will investigate Transportation Curriculum Coordinating Council competencies for local agency personnel. Gib also announced that the "Low Cost Local Road Safety Solutions" publication from ATSSA and NACE is available at www.atssa.com/galleries/default-file/LowCostLocalRoads.pdf, This publication will be available for reprint in center newsletters and training materials.
  • Professional Development - Linda Howe-Steiger - Report on National Program Achievement Award (aka Ray Griffith Award) - Linda will extend the nomination period to May 2, 2006. The award will be awarded at the International Symposium.

Updates

  • FHWA-National Update - Clark Martin - FHWA OPCD has been participating in meetings with LTAP regions, APWA, University Transportation Centers and RITA, and NACE. They are working with NLTAPA on a menu of program and funding opportunities and will include best practices from centers. They are developing the snapshot report from the CARs and PARs. An annual report will be available at the International Symposium. Currently they are using the CARs to determine trends for the Program, will follow up on problems identified in the CARs and will develop best practices with the permission of submitting centers. The Roles and Responsibilities group will meet to resolve outstanding issues. Proposals for operating the LTAP Clearinghouse are being reviewed. They also met with the Local Road Coordinators at the NACE meeting, which presents another opportunity to engage key partners.
  • LTAP Clearinghouse Update - Lisa Pogue - Gib Peaslee has distributed the revised LTAP Journal, the LTAP & TTAP Times. The publication promotes the Program to eternal stakeholders. The preliminary program for the International Symposium program has been distributed. The symposium will include all the regular LTAP/TTAP components, including LTAP 101, Safety workshops and NLTAPA meetings. It will also offer sessions and networking opportunities with the National Transportation Training Directors, National Construction Career Days, FHWA T2 Coordinators and international groups.
  • Report any personnel changes - Donna Shea (CT) and Joe Orth (NJ) are leaving the LTAP program for other jobs. Nebraska LTAP has added Dennis Smith to their staff. Gib Peaslee is now the permanent LTAP Program Manager. Clark Martin has taken over the position of Affiliates Team Leader.

The next conference call is scheduled for May 15. The meeting was adjourned at 4:30 p.m.
