Approve minutes of January 9, 2006 telephone conference call. Postponed due to lack of quorum.
Continuing Business
Vendor Guidelines - Duane Smith. Duane received comments on his draft guidelines from Lisa Harris and Patsy Anderson. Duane will distribute a revised document by February 20 for final discussion and vote at the March conference call.
National LTAP Conference Planning - Terry McNinch. Terry did not receive any comments back from the EC on the report he distributed at the last EC meeting. One concern Terry has is how to assure connection between the EC and the conference coordinator. Terry will e-mail the document to the EC for comment by this Friday. Terry will send a revised document next week and will seek continued discussion by e-mail.
National Program Achievement Award (Ray Griffith Award) - Linda Howe-Steiger. No report; Linda absent. Need written criteria from Linda; Bruce Drewes will contact her. Duane Smith reminded the EC that Iowa has arranged to have the award plaques made.
Regular Reports
Work Group Reports
Program Strategies - Bruce Drewes.
- 501c3 status - Bruce has asked his university's law school department make a recommendation about resurrecting our current filing or filing again. The filing name was The National Transportation Technology Transfer Centers Association.
- Leadership proposal - Bruce still needs to pull together a small work group to refine this proposal. Bruce will submit names of this group to the EC by the end of this week, and intends to have a final document for the EC Spring meeting. The next draft should be sent to the EC by early March.
- Meeting with Melissa Tooley, President of CUTC - Bruce met with Melissa Tooley at TRB. She is interested in working with National LTAP Program. She suggested having an LTAP rep on each UTC's oversight committee. Melissa will put that recommendation in a President's note to her member-UTCs. This arrangement might also be codified in the RFP for competed UTCs. This would not commit a center to participate, but would provide an opportunity. Clark Martin will investigate inviting Melissa to speak on a panel at the International Symposium at St. Petersburg. Clark offered to have his office prepare some basic information for the LTAP Centers about the UTCs.
Partnerships - Marie Walsh.
- Partnership administration. Marie met with all the NLTAPA partnership liaisons in DC. Each agreed to develop a work plan for his or her partnership based on guidelines developed by Marie and Patsy Anderson. The guidelines call for an evaluation plan and ways Centers can participate in the partnerships. The partnership work group is working through some issues/concerns with each of the partnerships. The group will be developing a more formal way of collecting information about what is going on with the partnerships.
- NACE guides. NACE liaison Ken Skorseth is getting a small group together to determine what NACE guides need to be updated or perhaps combined. The actual updating is too much for what we can agree to do.
- Information for the Salt Institute. Marie said Dick Hanneman of the Salt Institute requested some information about winter training done by the Centers. Gib Peaslee volunteered to talk with Dick and get that information to him. Some of it might be available from the recently-submitted PARs.
Internal Communications - Lisa Harris, for Chris Ahmadjian
- Internal brochure. Lisa received comments from Cameron Ishaq, Terry McNinch, Marcia Brink (IA LTAP) and Jonathan Keene (FL LTAP) about the brochure. She will make those changes and send out the document by March 6, for final approval at the March 13 conference call.
- Orientation packet. Lisa will incorporate changes received to date and send an update to EC members by March 6.
External Communications - Terry McNinch.
- Update on the LTAP logo. Gray-scale and color versions, in a variety of formats, will be sent to the Clearinghouse for use by the Centers by March 17.
- External communications Brochure. This project will be postponed for a few months.
Training Products and Resources - George Huntington, for Ed Stellfox.
The work group met after TRB, identified other organizations we can work with, and assigned members to the following four subcommittees/tasks:
- Identify training and development needs - Ed Stellfox, Ron Hall - CO TTAP, Cheryl Cloud - MI TTAP, Doyt Bolling - UT LTAP, Ben Gribbon - FHWA/Safety.
- Identify funding sources - Ed Stellfox, Ed Hall (BIA), Joe Orth (NJ LTAP)
- Identify centers and organizations to develop the program - Lisa Pogue, Ron Hall, George Huntington
- Develop a list of instructors for the courses - George Huntington, Mark Sandifer - FHWA MW Resource Center, Mark Hood - PA LTAP.
Bruce Drewes asked that the work group seek projects that have nationwide applicability.
Professional Development - Linda Howe-Steiger.
No report; Linda absent.
FHWA-National Update - Clark Martin:
- PARs and CARs - Clark reported that 53 PAR and 48 CARS have been submitted. A summary of the PAR data will be sent to the Clearinghouse by tomorrow. A generic CAR report will be compiled for discussion at the Strategic Planning Committee (SPC) meeting Feb 28-March 2 in Idaho.
- SAFETEA-LU Opportunities - Clark and Bruce are working on a detailed statement about opportunities in SAFETEA-LU for LTAP Centers. This will be available for by the SPC meeting.
- Funds to Centers - Authorization to distribute to Centers is expected in the next week or so. 170,000 will be distributed to each Center for 2006.
- Working more closely with Division offices - Clark and Gib are interested in getting the FHWA Divisions to work closer with the LTAP Centers. Gib will add FHWA division reps to T2ALL.
- Upcoming meetings - FHWA staff are gearing up for the SPC and LTAP regional meetings. Also, FHWA staff will be meeting with Bruce Drewes and Terry McNinch in late March to discuss ideas for Program strategies. They will also attend a meeting of the National Association Working Group. The R&R Group may meet in late March; no dates have been set.
LTAP Clearinghouse Update - Lisa Pogue:
- New editorial board - Lisa provided an update on editorial board that has been created to identify newsletter articles of interest to LTAP Centers. Lisa recently sent a message on T2ALL with more details. There are editorial board members so far: John Velat (MI TTAP) Stephanie Merrill (CT LTAP), and Mike McCarthy and Pam Snopl (both with MN LTAP).
- LTAP 101 - A business team has been created and plans are under way for this year's 101. It will combine an orientation and fun activities. They will use the format from last year, with changes based on last year's evaluations and suggestions from FHWA.
New Business
- Report any personnel changes in LTAP Centers in the last month. No longer with LTAP: Evan Hong, NV/CA TTAP; Robin Wilson at MO LTAP. New to LTAP: Robbie York has re-joined MI LTAP as part of the clerical staff.
- NLTAPA and FHWA discussion items for regional meetings. The EC would like to review its work groups and work plans, and get feedback. Particular emphasis will be on sharing what the EC proposes for training products and professional development activities. Breakouts would be a good format for discussion. FHWA would like to cover SPC, Roles and Responsibilities (FHWA and NLTAPA "swim lanes"), and the best use of federal funds to develop products all Centers can use. Gib Peaslee will write an FHWA piece that can be distributed at the regional meetings to spark discussion. Clark Martin suggested that we ask FHWA and DOT reps to speak about how LTAPs can participate in federal and state programs. Bruce asked for any other ideas to be e-mailed to him by March 6.
- Highway Watch. Carolyn Dunn, from the American Trucking Association, has expressed interest in partnering with NLTAPA regarding Highway Watch training. Lisa Harris asked for a written request from Carolyn; not yet received. Lisa will follow up.
- DOT Centers. Leonard Brown (OH LTAP) will be initiating a discussion with DOT Centers to learn some of the problems they have in administering their programs and participating fully at the national level. Leonard will report his findings to the EC, when compiled.
