Bruce Drewes called the meeting to order at 2:35 PM Eastern time.
Approve agenda. The agenda was approved with two additions: add discussion of a new LTAP Program logo and an update on the upcoming EC orientation program.
Approve minutes of December 12, 2005 conference call. Ken Skorseth moved and Marie Walsh seconded to approve minutes as written. The motion passed unanimously.
Continuing Business
- Review and approve the agendas for meetings at TRB 2006 - Bruce Drewes. Bruce asked for feedback on draft agendas sent to the EC last week.
- General NLTAPA meeting on Sunday. An announcement of Level II Kirkpatrick Guidelines will be added to Ed Stellfox's report. FHWA's Acting Administrator Rick Capka will open the meeting. Roll call will be moved to after the guest speakers and before the partners speak. Regarding the focus group on Clearinghouse services, Clark Martin noted that the RFP should be out before TRB, but input provided at TRB will still be useful in defining specific tasks. R&R topics might be discussed, too. Cameron Ishaq noted that getting feedback from the Centers is a good feature of any Association meeting, and he suggested doing it on a regular basis.
- Executive Committee meetings on Sunday and Monday. A few items were clarified. A status report on LTAP involvement with UTCs will be added to the agenda. Bruce asked the EC for any additional items by next week.
- Spring Meeting in Santa Fe, New Mexico - Bruce Drewes. New Mexico's LTAP at NM DOT has agreed to host. Bruce asked the EC to confirm this plan. Lisa Harris moved and Linda Howe-Steiger seconded to meet at Santa Fe. The motion passed unanimously. Dates are tentatively May 31 and June 1. Bruce will check with the EC members absent from this call (Ed and Chris) and confirm with the group.
- Ongoing Survey of LTAP Clients - Terry McNinch/External Communications Work Group. The EC discussed the idea of having a small group of LTAP customers from each state that would provide information on their experience with LTAP on an annual basis. The EC supported this idea. Ken Skorseth moved and Lisa Harris seconded to move this project forward. The motion passed unanimously. Next step: The External Communications Work Group will draft some questions for the first survey.
- EC Orientation - Evan Hong and Lisa Harris/Internal Communications Work Group. The orientation materials will be on-line at the NLTAPA Web site. Evan encouraged EC members to review the materials and provide comments by the end of this week. Lisa Harris will present the materials (and any suggested changes) at the EC's meeting at TRB. Evan asked for an author to fill in history for the last few years. Bruce Drewes, Lisa Harris and Terry McNinch will work on this.
Regular Reports
- Work Group Reports - Group Leaders. Written work plans and budgets were due by today. Several work groups have not yet submitted these and need to do so.
- Program Strategies - Bruce Drewes. Bruce will send his revised work plan and budget to the EC later today, along with a revised proposal regarding NLTAPA's governing structure.
- Partnerships - Ken Skorseth reported that he and Marie Walsh will meet with Tony Giancola at TRB to work out how to meet the agreement we made with NACE to review their field guides. Need a work plan and budget for this work group.
- Internal Communications - Chris Ahmadjian. No report/absent. This group submitted a workplan last August. Cameron Ishaq asked about the regional meeting template. Need to submit budget.
- External Communications - Terry McNinch. (See ongoing survey and LTAP logo items in these minutes.) Need work plan and budget.
- Training Products and Resources - Ed Stellfox. No report/absent. Need work plan and budget.
- Professional Development - Linda Howe-Steiger. This group provided a work plan and budget on 1/9/06. Linda requested clarification about the workgroup's involvement with LTAP 101. The EC suggested that the Clearinghouse continue to host LTAP 101 and that a member of the professional development committee be on the LTAP 101 planning committee. It was clarified that the 2006 conference committee requested that the professional development work group prepare one of the sessions for LTAP 101 in 2006.
- FHWA-National Update - Clark Martin and Gib Peaslee. Clark reported that his office is working on getting money released to the Centers before TRB. Gib reported that: Utah will be sponsoring showcases through Doyt Bolling and his connection with the AASHTO TIG group; Gib is working with NHI on some additional initiatives that are expected this Spring; The National Association Work Group (Operations) will be meeting in the Spring. Gib asked any EC members interested in attending to contact him. This group has national transportation associations among its members and might be a source for free training for LTAP customers. For example, they offer a course on how to work with an MPO or RPO; Gib is also working on plans to expand LTAP's relationship with the WAASHTO-X video conference service and expand its availability.
- LTAP Clearinghouse Update - Lisa Pogue. Lisa reported that the first meeting of steering committee will take place at TRB, on Saturday 1/21, at 2:00. The group will focus on developing guidelines for getting work done and discussing the Program web site, exhibits, external audiences, LTAP 101, LTAP handbook, and LTAP Clearinghouse services to NLTAPA. Bruce Drewes will attend for NLTAPA, in Ed Stellfox's place. Lisa also reported that there have been just a few volunteers to work at the LTAP booth at TRB. Exhibits start on Monday this year.
New Business
- Report any personnel changes in LTAP Centers in the last month. Missouri LTAP is moving under the Missouri Transportation Institute (a UTC) and is moving to different offices in Rolla. LA LTAP has advertised for a safety circuit rider. Oregon LTAP worked out a new arrangement with its DOT to retain three temporary circuit riders. Amy Perry is a new workshop coordinator in Kentucky. Other news: OK LTAP has developed an emergency management class in response to recent fires there. (Lisa Pogue mentioned that the next issue of the LTAP Journal will be on disaster training and asked the EC for information on Centers that are providing such training.)
- LTAP Program Logo - Terry McNinch/External Communications Work Group. Terry presented a new draft logo for the LTAP Program, designed (gratis) by a contactor at NHI. It's a re-working of the logo the Clearinghouse has been using for Program materials. The purpose of the logo is to create a link from the Centers and NTLAPA to the bigger Program. Centers would be encouraged to use the logo in ways that make sense for them, for example adding it to a newsletter where the FHWA and DOT logos appear. Terry made and Lisa Harris seconded the following motion: The EC supports the adoption of the logo representing the national program and NLTAPA will work with FHWA to promote its use by all Centers. The motion passed unanimously.
