Partnering Activities
American Association of State Highway and Transportation Officials (AASHTO)

The National Association of Transportation Technology Transfer Centers (now the National LTAP Association) and the American Association of State Highway and Transportation Officials (AASHTO) agree to formalize our partnership to work together to foster a safe, efficient, environmentally sound transportation system by applying new transportation technologies to benefit current and future transportation system users and by expanding and strengthening the skills and knowledge of state, local and tribal transportation providers through training, technical assistance and technology transfer.

Goals

  • Facilitate communication among all levels of transportation-related interests, especially between State Departments of Transportation (DOTs) and local and tribal governments.
  • Establish effective communications links among NATTTC, AASHTO and state DOTs that support the Local Technical Assistance Program's provision of training, technical assistance and technology transfer.
  • Recognizing the value of state DOT research and technology implementation experiences to local and tribal transportation agencies, confirm NATTTC's role in promoting the implementation of appropriate DOT research and adapting and transferring technology from state DOTs for use by local and tribal governments.

It is agreed that each signatory will appoint volunteer members to a joint task force which will negotiate an annual Action Plan within the framework for actions as set forth in the Attachment and within the constraints of available resources, monitor and review progress on the varies elements of the Action Plan, and provide a year-end report on the Action Plan to both Associations, including recommendation's for the subsequent year's Action Plan.

Attachment - Framework for Actions to Implement the Partnering Agreement between National Association of Transportation Technology Transfer Centers (NATTTC) and American Association of State Highway and Transportation Officials

This attachment identifies projects, activities, and joint interests which the respective signatories recognize as consistent with the goals established in the partnering agreement. Within the limits of their resources and capabilities, the signatories agree to pursue these actions in furtherance of the letter and spirit of their partnering agreement.

  • Invite representatives of the partner Association to participate on appropriate standing and advisory committees and task forces of the other Association., NATTTC representatives may include local and tribal government officials served by the Local and Tribal Technical Assistance Programs.
  • Increase attendance by members of one organization at the other's annual and regional meetings.
  • Promote the dissemination, use and effectiveness of appropriate information resources of the partner Association by the other Association. Such resources include training materials, print publications and software.
  • Jointly develop strategies for furthering local and tribal transportation provider's knowledge and application of topics which align with initiatives that are of mutual concern to both associations, such as:
    • Standards for low volume roads
    • Intelligent Transportation Systems applications, especially in rural areas
    • Winter road maintenance
    • International activities
  • Throughout the implementation of the NATTTC-AASHTO partnering agreement, evaluate the results of these actions in furthering the partnering goals and develop a new action plan for subsequent years.
