Arizona - LTAP and American Public Works Association Arizona Chapter
The Local Technical Assistance Program (LTAP) of the National Association of Transportation Technology Transfer Centers (NATTTC) and the American Public Works Association (APWA), Arizona Chapter seek through this agreement to strengthen the partnership between our organizations. Our common purposes are to foster a safe, efficient environmentally sound transportation system. Our common methods are to improve the skills and knowledge of local transportation providers, through training, technical assistance and technology transfer.
We intend to do so by:
- working to identify ways to better serve local and tribal governments with street and highway responsibilities through collaborative education efforts
- working together, at both the national level, state level and at the APWA Chapter level and Local Technical Assistance Program (LTAP) to improve the identification of common interests and issues relating to our collective involvement in transportation systems
Further, it is understood that this partnering agreement is conceived as a living document, meant to change as circumstances and priorities warrant, that it is a beginning point and not a destination, and that the accompanying protocol detailing specific projects and activities that the national organizations will undertake is intended as an integral part of this understanding.
Further still, it is agreed that each signatory will appoint volunteer members to a joint task force which will monitor and review the implementation of the agreement from time to time and recommend amendments to the governing bodies of the respective associations as necessary and desirable.
It is also agreed that this partnering agreement will be instituted for a period of one year, and will be reviewed by both associations on its anniversary. Agreed to on this 29 day of May, 1998:

LTAP/APWA Protocol
This protocol identifies specific projects, activities and join interests which the respective signatories have identified as initial steps and activities consistent with the goals and objectives established in the partnering agreement, and agree to pursue them in furtherance of the letter and spirit of the agreements and to do so in accordance with the resources and priorities of the signatories.
- Encourage the formation of partnerships between APWA Arizona Chapter and Arizona LTAP Center for the purpose of expanding the opportunities for education and training available to local transportation providers. To accomplish this, leadership of both organizations will write their respective Arizona Chapter or LTAP Center to (1) urge them to meet with their local LTAP Center or APWA Arizona Chapter to discuss possible partnering projects; (2) Provide them with a directory of LTAP Center staff or APWA Arizona Chapter officers; and (3) offer assistance from the national organization in the formation of partnerships at the local level by making staff available who have experience with successful partnering projects to mentor APWA Arizona Chapter or LTAP Center that need assistance in beginning to develop partnering projects. The following attachment suggests, but does not specify, potential partnering projects for consideration by the individual APWA Arizona Chapter and LTAP Center.
- Provide speakers at one another's regional and national meetings in 1998 to showcase successful efforts and promote partnerships between the APWA Arizona Chapter and LTAP Center.
- Collaborate in the development of educational materials at the national level.
Attachment
Suggested Actions to Promote Partnering between Arizona LTAP Center and APWA Arizona Chapter
The Arizona LTAP Centers and APWA Arizona Chapter are free to choose any of the actions listed below which they consider appropriate for their partnerships or develop their own action items.
- Develop a common cooperative approach or direction to address the needs of local transportation agencies in their respective areas.
- Encourage the development and execution of a partnering agreement between the two organizations that includes an Action Plan detailing specific activities and time frames to implement the partnership.
- Appoint liaisons between the partners, one from each organization, to maintain lines of communication between the two organizations.
- Invite members of one organization to serve on the other organization's advisory committees, review panels and other groups charged with assessing needs for, designing and evaluating training and technology transfer programs.
- Coordinate the scheduling of conferences and training sessions.
- Provide speakers or trainers for one another's conferences and educational programs.
- Exchange information from their mailing lists.
- Encourage the adoption of new technologies to foster a safer, more efficient and environmentally sound transportation system; for example, an APWA Arizona Chapter hosting an LTAP demonstration of new technologies.
- Exchange articles on topics of mutual interest for publication in one another's newsletters.
- An Arizona LTAP representative shall become a APWA member and participate an the APWA Arizona Chapter, Education Committee.
Georgia - Georgia LTAP and American Public Works Association
Partnership Purpose
The APWA-Georgia (Chapter) and Georgia Department of Transportation Local Technical Assistance Program (LTAP/T2) commit to a partnership to foster a safe, efficient, environmentally sound transportation system in Georgia by applying transportation technologies, information and practices and by strengthening the knowledge and skills of county and municipal government employees through training, technical assistance and technology transfer.
Partnership Goals
- Strengthen Chapter and LTAP/T2 Center collaboration through establishing supporting communication links and cooperative working structures.
- Better utilize technology transfer resources for their beneficial impact in Georgia.
This partnering agreement provides a framework for action and supports the partnering agreement between the National LTAP Association and the National American Public Works Association (APWA).
It is agreed that each organization will appoint members to a APWA-Georgia LTAP/T2 Partnership Committee which will facilitate, monitor and annually report the delivery of partner constructions (See Attachment A) and the effectiveness of the partnership communication mechanisms (See Attachment B) to each organization; year-end reports shall include recommendations for further partner activities and/or enhancements for the subsequent year.

Attachment A - APWA-Georgia LTAP/T2 Partnership Contributions
Transportation technology transfer is in the process of moving new transportation research, practice, information and technology from its source to those who will benefit from its use or application. This is accomplished through a variety of communication methods such as training, publications, video lending, hands-on assistance, technical referral, demonstrations, conferences, etc.
Transportation technology transfer is a critical component of the state-of-the-art transportation practices in Georgia. To best utilize new transportation information and maximize its beneficial impact in Georgia, Georgia Chapter - APWA and Georgia LTAP/T2 Center agree to the following reciprocal constructions which are consistent with and supportive of the goals established in the partnering agreement.
APWA-Georgia
- Communicate Chapter technology transfer needs and recommend resources for priority LTAP training and information programs.
- Provide technical expertise and experience for the development of LTAP training and informational resources.
- Review and provide feedback on LTAP programs and services.
- Inform LTAP of local agency "success stories."
- Provide LTAP updated Chapter membership information.
- Provide staffing and support at National videoconference downlink sites.
Georgia LTAP/T2
- Create plans and secure resources to address Chapter training, information and technical assistance needs.
- Solicit Chapter feedback and modify LTAP programs and resources as appropriate.
- Promote the exchange of local success stories through LTAP/T2 newsletter articles, informational flyers, training, exhibits, etc.
- Provide support in promoting Chapter activities.
Attachment B - APWA-Georgia LTAP/T2 Partnership Communications Mechanisms
Chapter and Georgia LTAP/T2 agree to accomplish the reciprocal partner constructions through the following communication mechanisms:
- Continue cooperative communications structures for assessing needs and designing training and technical assistance resources. Existing communication structures include: Chapter representation on the Georgia LTAP/T2 Advisory Committee, Assistant LTAP Director acts as Education co-chair.
- Facilitate greater awareness and understanding of each organization's programs/resources, needs and crucial issues through attending and participating in the other's annual conference (i.e. annual Chapter Meeting, annual Region IV LTAP Director's conference.)
- Report annually on Chapter-LTAP/T2 partnership activity and accomplishments to Chapter Executive Committee and LTAP/T2 Advisory Committee
Maryland - Virginia-DC-Maryland Chapter of the American Public Works Association (APWA) and the University of Maryland Transportation Technology Transfer (UM/T2) Center

The Virginia-DC-Maryland Chapter of the American Public Works Association (APWA) and the University of Maryland for the Transportation Technology Transfer (UM/T2) Center seek through this agreement to strengthen the partnership between our organizations.
Goals
Whereas APWA and the UM/T2 Center have the following mutual goals to:
- Improve local public works and transportation infrastructure and operations;
- Foster a safe, efficient, environmentally sound; and transportation system that meets community needs;
- Improve skills, knowledge, education, training, and opportunities for public works and transportation employees; and
Objectives
Whereas APWA and the UM/T2 Center acknowledge the following mutual objectives to:
- Establish a baseline and understanding of how both organizations work together in ways and areas that are mutually beneficial to the organizations and to the respective members and customers;
- Identify common interests and issues in public works and transportation;
- Share support and resources in appropriate and cost-effective ways;
- Work together to better serve public works agencies with street and roadway responsibilities;
- Maryland UM/T2 Center seeks to increase participation in training and technical assistance programs;
- APWA seeks to increase membership, conference participation, involvement, and member benefits; and
Recommendations
Whereas:
- The APWA National and the National LTAP Associations encourage local partnership agreements and have provided guidance;
- The APWA Chapter Partnership Committee recommends this agreement, consistent with guidelines for partnerships also developed by the Partnership Committee; therefore:
Agreement
The APWA Chapter and the Maryland UM/T2 Center do hereby adopt this partnership agreement, as signed below, subject to and limited by the following principles:
- All partnership activities must be consistent with the established goals, mission, charter, strategic plans, by-laws, regulations, contractual obligations, and partnership guidelines of each organization;
- The agreement and activities must be mutually beneficial to both parties and include mutual and reciprocal consideration within each year;
- The partnership agreement shall not invoke or imply any contractual or fiduciary obligation, but does encourage mutually beneficial activities that may or may not require separate contractual agreement(s) or transactions;
- The agreement shall be reviewed and agreed to by appropriate committees/officers in each organization, initially and annually;
- The general and specific activities to be undertaken are described in Attachment 1;
- The agreement shall be for the following period: The remainder of CY 2004 and all of CY 2005, with allowance for review and modification in January 200

Attachment 1: General and Specific Partnership Activities 2004-2005
For 2004 and 2005 the APWA VA-DC-MD Chapter and the Maryland UM/T2 Center agree to partner in the following areas through the potential or explicit activities as described below:
- Membership
- Key Maryland UM/T2 staff shall remain members of APWA, paid for by the Federal Highway Administration (FHWA), and as such may participate in APWA activities.
- APWA members are permitted to participate in UM/T2 services, with some restrictions in rates based on type of agency and jurisdiction.
- Committees
- APWA shall appoint a liaison representative to the UM/T2 Center Advisory Committee, to provide input and guidance on local and regional transportation and public works training and technical assistance needs, and receive information on UM/T2 activities.
- The UM/T2 Center is invited to be a permanent member of the APWA Education Committee, and is invited to attend APWA Board, Conference Planning, and Area Training Committee meetings, and may participate in other meetings as a member.
- Volunteers
- The UM/T2 Center and APWA may request representation or volunteers for such other committees or activities as may from time to time be appropriate, including: training review teams, local case studies, speakers, and conference committees.
- In response to such requests each organization would appoint or recommend someone representative of their organization or constituents, and/or make a general announcement or request to their constituents.
- Input
- Through the above and other activities, APWA will provide input on training needs, and the UM/T2 Center will explicitly consider public works training and technical needs.
- Both organizations will share the results of surveys or other needs assessments that address training, education, technical assistance, or transportation.
- Web Links
- Each organization will provide one or more links to web pages of the other, including at least a link to the home page, and links to specific pages if and when appropriate.
- Newsletters
- Each organization will provide the other with a publication schedule and or deadlines for submission.
- Each will provide announcements (e.g. event dates) that may be of interest to the other's readers by the deadline indicated, and each will publish such announcements if appropriate, and as space and time permit.
- Each will provide the other with one editorial or article for each issue, and each will reserve space for such features. Each publisher reserves the right to make final decisions on content, space, and final edits.
- Mailings and publicity
- Each organization may offer to mail, e-mail, or fax to its own members or customers, materials or information generated by the other. Such efforts may be related to other partnership activities and would constitute an in-kind contribution.
- Area Education Committees
- The UM/T2 Center is invited to participate in existing area education committees, and the Center may elect to take a leading role in these and/or in forming education committees in new areas. Area education committees formed under the APWA model should remain affiliated with APWA to be eligible for support from APWA, but may also provide input to the Center on transportation issues. Participants in area education committees should be encouraged to participate in APWA.
- In 2004 the Center is specifically invited to join the Washington DC Area and Western Maryland Area Training Committees, and to assist in establish other area training committees in Maryland.
- Mail Lists
- APWA will provide an electronic copy of its local members contact information, which shall be used for the sole purpose of ensuring that members have timely access to education and technical information pertaining to public works, including transportation as may managed by public works departments.
- The UM/T2 Center will provide APWA with electronic contact information for customers that may have a public works interest within the chapter's jurisdiction, which shall be used only to provide information on public works, transportation, and professional activities including APWA.
- Schedule Coordination
- Each organization agrees to make available advance information on the scheduling of events, including classes, conferences, and public meetings. This may be accomplished by links to on-line calendars if supplemented with advance notice of unpublished dates.
- Each organization agrees to consult such schedules to minimize potential scheduling conflicts of potentially competing events that may be of interest to both constituents. The avoidance of conflicts is encouraged but not guaranteed.
- Endorsements
- Each organization may request or lend support for specific activities of the other which may be of interest or value to its own members or customers. Endorsement must be requested and approved on a case-by-case basis. Endorsements may also be related directly to other partnership activities such as mailings, announcements, and conferences. Endorsements will be indicated by the use of logos and/or organization names in marketing materials.
- Conference Support or Co-sponsorship or Co-hosting
- Each organization may invite the other to support, co-host, or "co-sponsor" one or more events with a public works and transportation audience open to anyone in the region.
- Each organization would agree to endorse the event, use related logos, publish announcements in newsletters and web sites with links, participate in planning meetings, and incur limited direct and/or indirect expenses in labor, services, or materials. Additional support may include financial contributions, responsibility or planning leadership in key area, technical programming, registration services, on-site volunteer services, additional mailings, or other support.
- In 2005, the APWA Chapter Conference may be appropriate for co-sponsorship or co-hosting if held in Maryland, subject to further discussion.
- Exhibits
- Each organization will extend one free exhibit space at a regional conference, not including accessory site fees (e.g. hook-up fees), if held and audiences are appropriate. Each organization may decline the free exhibit and elect to pay for such exhibit space or other fees as a means of providing additional support to the event. Exhibit arrangements will be subject to approval by each conference committee. This arrangement does not imply but may coincide with co-sponsorship. Free exhibits may be relocated to accommodate paid exhibits.
- In 2005, APWA will extend one free exhibit space to be shared by the UM/T2 Centers at the APWA annual conference
- In 2004 and 2005 the UM/T2 Center will extend one free exhibit space to APWA a roadway management or other appropriate conference, if held in Maryland.
- Scholarships
- APWA may set aside funds to subsidize training registration fees for its members, for educational/training events to be approved by APWA. The UM/T2 Center would indicate in registration materials that a discount is provided to APWA members through scholarships provided by APWA. The UM/T2 Center would be responsible for confirming membership with APWA and limiting availability as needed per guidelines to be established by APWA. Such partial scholarships would be limited to training events of interest to public works departments. APWA would approve courses for which the scholarship would be applicable. Such an arrangement should improve training enrollment, market the benefits of APWA membership, and increase public works related training.
- In 2004 and 2005 the APWA Chapter Education Committee will allocate up to $1000 for scholarships to be outlined under separate agreement.
- Sponsorship or Subsidy
- APWA may elect to contribute a fixed amount for training that would not otherwise be made available to its members. This would be especially appropriate for courses that the UM/T2 Center does not have sufficient funding, certainty of interest, or transportation applicability to otherwise provide. Similarly, APWA may guarantee or purchase a minimum number of seats, which may increase the feasibility of some classes.
- No such events are currently planned at this time.
- Other communication and cooperation as may be beneficial from time to time.
- Each organization agrees to provide annually a list of officers and staff with detailed contact information to facilitate such communication, to be updated semi-annually or as needed.
Minnesota - LTAP and Minnesota County Engineers Association (MCEA)
Partnership Purpose
The Minnesota County Engineers Association (MCEA) and the Minnesota Technology Transfer (T2)/Local Technical Assistance Program (LTAP) commit to a partnership to foster a safe, efficient, environmentally sound transportation system in Minnesota by applying transportation technologies, information, and practices and by strengthening the knowledge and skills of county engineers (and their staffs) through training, technical assistance, and technology transfer.
Partnership Goals
- Strengthen MCEA and Minnesota T2/LTAP collaboration through establishing supporting communication links and cooperative working structures.
- Better utilize technology transfer resources for their beneficial impact in Minnesota.
This partnering agreement provides a framework for action and supports the partnering agreement between the National Association of Transportation Technology Transfer Centers (NATTTC) and the National Association of County Engineers (NACE).
It is agreed that each organization will appoint members to a MCEA-Minnesota T2/LTAP Partnership Committee which will facilitate, monitor, and annually report the delivery of partner contributions (see Attachment A) and the effectiveness of the partnership communication mechanisms (see Attachment B) to each organization; year-end reports shall include recommendations for further partner activity and/or enhancements for the subsequent year.

Transportation technology transfer is a critical component of the state-of-the-art transportation practices in Minnesota. To best utilize new transportation information and maximize its beneficial impact in Minnesota, MCEA and Minnesota T2/LTAP agree to the following reciprocal partner contributions which are consistent with and supportive of the goals established in the partnering agreement:
MCEA
- Communicate MCEA technology transfer needs and recommend resources for priority T2 training and information programs.
- Provide technical expertise and experience for the development of T2 training and informational resources.
- Review and provide feedback on T2 programs, products and services.
- Inform T2 of local agency "success stories."
- Provide T2 updated MCEA membership information
Minnesota T2/LTAP
- Create plans and secure resources to address MCEA training, information, and technical assistance needs.
- Develop training and informational resources which incorporate MCEA applications and practices.
- Solicit MCEA feedback and modify T2 programs and resources as appropriate.
- Promote the exchange of local success stories through T2 newsletter articles, information flyers, training, exhibits, etc.
- Maintain current T2 data base including updated MCEA membership.
Attachment B: MCEA-Minnesota T2/LTAP Partnership Communication Mechanisms
MCEA and Minnesota T2/LTAP agree to accomplishing the reciprocal partner contributions through the following communication mechanisms:
- Establish MCEA-T2/LTAP Partnership Committee to monitor partnership contributions and evaluate communication mechanisms.
- MCEA-T2/LTAP Partnership Committee may recommend to Mn/DOT State-Aid for Local Transportation Division the use of State-Aid Administrative account funds for priority, state-wide T2/LTAP program needs.
- Continue cooperative communication structures for assessing needs and designing training and technical assistance resources. Existing communication structures include: MCEA representation on the Minnesota T2/LTAP Steering Committee, Joint representation on the LRRB Research Implementation Committee, T2/LTAP contribution to annual Minnesota Public Engineers Technology Conference and Trade Show
- Facilitate greater awareness and understanding of each organization's programs/resources, needs, and critical issues through attending and participating in the other's annual conference (i.e., annual CTS Research Conference, annual MCEA conference.)
- Develop MCEA-responsive T2 programs and resources through MCEA appointing representatives to serve on T2 project advisory and review panels.
- Educate MCEA new members of Minnesota T2/LTAP services and programs through T2 presentation during annual Fall new county engineers'/MCEA member meeting.
- Report annually on MCEA-T2/LTAP partnership activity and accomplishments to MCEA Executive Committee and T2/LTAP Steering Committee.
Nebraska - LTAP and American Public Works Association Nebraska Chapter

By and between the Nebraska Local Technical Assistance Program (T2 Center) and the Nebraska Chapter of the American Public Works Association (NE APWA)
The Nebraska Local Technical Assistance Program Technology Transfer Center, located at the University of Nebraska -Lincoln, and the Nebraska Chapter of the American Public Works Association (APWA) seek through this agreement to strengthen the partnership between our organizations.
Our common purposes are to foster a safe, efficient, environmentally sound transportation system in the State of Nebraska.
Our common methods are to improve the skills and knowledge of local transportation providers through training, technical assistance and technology transfer.
We intend to do so by:
- Working to identify ways to better serve local and tribal governments with street and highway responsibilities through collaborative education efforts.
- Working together to improve the identification of common interests and issues relating to our collective involvement in transportation systems.
Further, it is understood that this partnering agreement is conceived as a living document, meant to change as circumstances and priorities warrant. It is a beginning point and not a destination. The accompanying protocol detailing specific projects and is intended as an integral part of this understanding.
It is also agreed that this partnering agreement will be instituted for a period of one year, and it will be reviewed by both associations on its anniversary. This agreement may be cancelled by either party upon sixty days written notice.
NE LTAP/NE APWA Protocol
This protocol identifies specific projects, activities and joint interests which the respective signatories have identified as initial steps and activities consistent with the goals and objectives established in the partnering agreement. It is agreed that both organizations will pursue them in furtherance of the letter and spirit of the agreement, and to do so in accordance with the resources and priorities of the signatories.
To accomplish the purpose of expanding the opportunities for education and training available to local transportation providers, the formation of a partnership between the NE APWA Chapter and the NE LTAP Center is advantageous to all parties.
- NE T2 Center will create a basic, initial NE APWA web site based on the Colorado Chapter's web site content. NE APWA agrees to pay the NE T2 Center $1,000.00 for this item.
- NE T2 Center will host the NE APWA web site on the Engineering Extension Department server and maintain it monthly or as necessary. NE APWA agrees to pay NE T2 Center $30.00 per month for this service.
- The NE T2 Center will provide the labor to create a quarterly newsletter, flyers and announcements for the NE APWA. The NE APWA agrees to pay $32.00 per hour for the time spent on the development of the quarterly newsletter, flyers and/or announcements.
- The NE T2 Center agrees to maintain on its computer the membership/mailing list of the NE APWA. The NE APWA agrees to pay $16.00 per hour for time recorded to maintain the NE APWA membership/mailing list.
- NE T2 Center agrees to print and mail of all NE APWA newsletters, flyers and announcements. NE APWA agrees to pay the costs of printing and mailing the above items when billed with copies of invoices to NE APWA Treasurer.
- Provide speakers at one another's regional meetings to showcase successful efforts and promote partnerships between the parties.

- Provide speakers or trainers for one another's conferences and educational sessions. Such as the NE T2 Center members assisting with the yearly NE APWA Snow Plow Roadeo.
- Encourage the adoption of new technologies to foster a safer, more efficient and environmentally sound transportation system~ for example, the NE APWA chapter hosting an NE T2 Center demonstration of new technologies.
- Exchange articles on topics of mutual interest for publication in one another's newsletters.
- Make one another's training resources available to provide the greatest amount of training opportunity to local agencies, statewide, at the least possible cost to those agencies.

New Jersey - New Jersey LTAP and the American Public Works Association New Jersey Chapter
The New Jersey Chapter of the American Public Works Association (APWA), and the New Jersey Local Technical Assistance Program (LTAP), located within the Center for Advanced Infrastructure and Transportation at Rutgers University, mutually recognize the importance of coordination of efforts to improve the public infrastructure and transportation system of New Jersey and beyond, through promoting professional excellence, safety and public awareness using education, advocacy, and the exchange of knowledge.
To that end the New Jersey Chapter of the American Public Works Association and the New Jersey Local Technical Assistance Program hereby adopt the following shared goals to:
- Provide mutual assistance in areas of public advocacy, education and training to increase the effectiveness and efficiency of local government by promoting the latest technologies available so all agencies can meet present and future public infrastructure needs;
- Coordinate technology transfer to meet state transportation needs and sustain economic development;
- Serve the needs of our mutual customers by offering to them programs and practices that employ public resources in a cost-effective, safe and environmentally sustainable manner; and,
- Annually, selected representatives will meet to evaluate accomplishments of the previous year and to establish priorities for joint activities for the upcoming year.

New York - Cornell Local Roads Program LTAP and the New York State County Highway Superintendents' Association
Purpose
The Cornell Local Roads Program LTAP Center (Local Technical Assistance Program) and the New York State County Highway Superintendents' Association (NYSCHSA) agree to formalize our working relationship to promote a safe and efficient local transportation system throughout the counties of New York State. We further agree to work together to apply new transportation technologies to benefit current and future transportation system users, and to expand and strengthen the skills and knowledge of county engineers and their staffs through training, technical assistance, and technology transfer.
Goals
- To improve cooperation by establishing effective communication links between NYSCHSA and the Cornell Local Roads Program.
- To improve the delivery of services and increase the quality and quantity of training, technical assistance and technology transfer between both parties.
Objectives
- To provide a framework for action for the two organizations
- To suggest actions that NYSCHSA and the Cornell Local Roads Program can take to strengthen their existing relationships
Action Plan
for Partnering Agreement between the Cornell Local Roads Program LTAP Center and the New York State County Highway Superintendents' Association
The Cornell Local Roads Program LTAP Center and the New York State County Highway Superintendents' Association agree to undertake the following actions to implement their goal of promoting effective communication and cooperation between the two organizations:
- Invite a representative of the other organization to serve on at least one advisory, planning, or steering committee; review panel; or other group charged with assessing needs for, designing, and evaluating training and technology transfer programs.
- Provide articles of mutual interest for publication in the other organization's newsletter.
- Encourage attendance by members of one organization to the other's meetings and events.
- Encourage both organizations to provide workshops, breakout sessions, and presentations in connection with their respective conferences. Coordinate the scheduling of conferences and training sessions, and provide speakers or trainers for one another's conferences and educational programs.
- Explore the possibility of jointly developing training materials or informational publications.
- Evaluate the results of these actions in furthering the partnering goals and develop a new action plan for subsequent years.
This agreement is in accordance with the actions of the National Association of County Engineers and the National LTAP Association.
Virginia - Virginia-DC-Maryland Chapter of the American Public Works Association (APWA) and the Virginia Transportation Technology Transfer (T2) Center

The Virginia-DC-Maryland Chapter of the American Public Works Association (APWA) and the Virginia Transportation Technology Transfer (T2) Center seek through this agreement to strengthen the partnership between our organizations.
Goals
Whereas APWA and the T2 Center have the following mutual goals to: Improve local public works and transportation infrastructure and operations; Foster a safe, efficient, environmentally sound transportation system that meets community needs; Improve skills, knowledge, education, training, and opportunities for public works and transportation employees; and
Objectives
Whereas APWA and the T2 Center acknowledge the following mutual objectives to:
- Establish a baseline and understanding of how both organizations work together in ways and areas that are mutually beneficial to the organizations and to the respective members and customers;
- Identify common interests and issues in public works and transportation;
- Share support and resources in appropriate and cost-effective ways;
- Work together to better serve public works agencies with street and roadway responsibilities;
- Virginia T2 Center seeks to increase participation in training and technical assistance programs;
- APWA seeks to increase membership, conference participation, involvement, and member benefits; and
Recommendations
Whereas:
- The APWA National and the National LTAP Associations encourage local partnership agreements and have provided guidance;
- The APWA Chapter Partnership Committee recommends this agreement, consistent with guidelines for partnerships also developed by the Partnership Committee; therefore:
Agreement
The APWA Chapter and the Virginia T2 Center do hereby adopt this partnership agreement, as signed below, subject to and limited by the following principles:
- All partnership activities must be consistent with the established goals, mission, charter, strategic plans, by-laws, regulations, contractual obligations, and partnership guidelines of each organization;
- The agreement and activities must be mutually beneficial to both parties and include mutual and reciprocal consideration within each year;
- The partnership agreement shall not invoke or imply any contractual or fiduciary obligation, but does encourage mutually beneficial activities that may or may not require separate contractual agreement(s) or transactions;
- The agreement shall be reviewed and agreed to by appropriate committees/officers in each organization, initially and annually;
- The general and specific activities to be undertaken are described in Attachment 1;
- The agreement shall be for the following period: The remainder of CY 2004 and all of CY 2005, with allowance for review and modification in January 2005.

Attachment 1: General and Specific Partnership Activities 2004-2005
For 2004 and 2005 the APWA VA-DC-MD Chapter and the Virginia T2 Center agree to partner in the following areas through the potential or explicit activities as described below:
- Membership
- Key Virginia T2 staff shall remain members of APWA, paid for by the Federal Highway Administration (FHWA), and as such may participate in APWA activities.
- APWA members are permitted to participate in T2 services, with some restrictions in rates based on type of agency and jurisdiction.
- Committees
- APWA shall appoint a liaison representative to the T2 Center Advisory Committee, to provide input and guidance on local and regional transportation and public works training and technical assistance needs, and receive information on T2 activities.
- The T2 Center is invited to be a permanent member of the APWA Education Committee, and is invited to attend APWA Board, Conference Planning, and Area Training Committee meetings, and may participate in other meetings as a member.
- Volunteers
- The T2 Center and APWA may request representation or volunteers for such other committees or activities as may from time to time be appropriate, including: training review teams, local case studies, speakers, and conference committees.
- In response to such requests each organization would appoint or recommend someone representative of their organization or constituents, and/or make a general announcement or request to their constituents.
- Input
- Through the above and other activities, APWA will provide input on training needs, and the T2 Center will explicitly consider public works transportation related training and technical needs.
- Both organizations will share the results of surveys or other needs assessments that address training, education, technical assistance, or transportation.
- Web Links
- Each organization will provide one or more links to web pages of the other, including at least a link to the home page, and links to specific pages if and when appropriate.
- Newsletters
- Each organization will provide the other with a publication schedule and or deadlines for submission.
- Each will provide announcements (e.g. event dates) that may be of interest to the other's readers by the deadline indicated, and each will publish such announcements if appropriate, and as space and time permit.
- Each may provide the other with one editorial or article for each issue, and each will reserve space for such features. Each publisher reserves the right to make final decisions on content, space, and final edits.
- Mailings and publicity
- Each organization may offer to mail, e-mail, or fax to its own members or customers, materials or information generated by the other. Such efforts may be related to other partnership activities and would constitute an in-kind contribution.
- Area Education Committees
- The T2 Center is invited to participate in existing area education committees, and the Center may elect to take a leading role in these and/or in forming education committees in new areas. Area education committees formed under the APWA model should remain affiliated with APWA to be eligible for support from APWA, but may also provide input to the Center on transportation issues. Participants in area education committees should be encouraged to participate in APWA.
- The Center is specifically invited to join the Washington DC Area, Hampton Roads, Richmond, and Southwest Virginia/Roanoke Area Training Committees, and to assist in establishing other area training committees in Virginia.
- Mail Lists
- APWA will provide an electronic copy of its local members contact information, which shall be used for the sole purpose of ensuring that members have timely access to education and technical information pertaining to public works, including transportation as may managed by public works departments.
- The T2 Center will provide APWA with electronic contact information for customers that may have a public works interest within the chapter's jurisdiction, which shall be used only to provide information on public works, transportation, and professional activities including APWA.
- Schedule Coordination
- Each organization agrees to make available advance information on the scheduling of events, including classes, conferences, and public meetings. This may be accomplished by links to on-line calendars if supplemented with advance notice of unpublished dates.
- Each organization agrees to consult such schedules to minimize potential scheduling conflicts of potentially competing events that may be of interest to both constituents. The avoidance of conflicts is encouraged but not guaranteed.
- Endorsements
- Each organization may request or lend support for specific activities of the other which may be of interest or value to its own members or customers. Endorsement must be requested and approved on a case-by-case basis. Endorsements may also be related directly to other partnership activities such as mailings, announcements, and conferences. Endorsements will be indicated by the use of logos and/or organization names in marketing materials.
- Conference Support or Co-sponsorship or Co-hosting
- Each organization may invite the other to support, co-host, or "co-sponsor" one or more events with a public works and transportation audience open to anyone in the region.
- Each organization would agree to endorse the event, use related logos, publish announcements in newsletters and web sites with links, participate in planning meetings, and incur limited direct and/or indirect expenses in labor, services, or materials. Additional support may include financial contributions, responsibility or planning leadership in key area, technical programming, registration services, on-site volunteer services, additional mailings, or other support.
- In 2005, the APWA Chapter Conference may be appropriate for co-sponsorship or co-hosting if held in Virginia, subject to further discussion.
- Exhibits
- Each organization will extend one free exhibit space at a regional conference, not including accessory site fees (e.g. hook-up fees), if held and audiences are appropriate. Each organization may decline the free exhibit and elect to pay for such exhibit space or other fees as a means of providing additional support to the event. Exhibit arrangements will be subject to approval by each conference committee. This arrangement does not imply but may coincide with co-sponsorship. Free exhibits may be relocated to accommodate paid exhibits.
- In 2005, APWA will extend one free exhibit space to be shared by the T2 Centers at the APWA annual conference
- In 2004 and 2005 the T2 Center will extend one free exhibit space to APWA a roadway management or other appropriate conference, if held in Virginia.
- Scholarships
- APWA may set aside funds to subsidize training registration fees for its members, for educational/training events to be approved by APWA. The T2 Center would indicate in registration materials that a discount is provided to APWA members through scholarships provided by APWA. The T2 Center would be responsible for confirming membership with APWA and limiting availability as needed per guidelines to be established by APWA. Such partial scholarships would be limited to training events of interest to public works departments. APWA would approve courses for which the scholarship would be applicable. Such an arrangement should improve training enrollment, market the benefits of APWA membership, and increase public works related training.
- In 2004 and 2005 the APWA Chapter Education Committee will allocate up to $1000 for scholarships to be outlined under separate agreement.
- Sponsorship or Subsidy
- APWA may elect to contribute a fixed amount for training that would not otherwise be made available to its members. This would be especially appropriate for courses that the T2 Center does not have sufficient funding, certainty of interest, or transportation applicability to otherwise provide. Similarly, APWA may guarantee or purchase a minimum number of seats, which may increase the feasibility of some classes.
- No such events are currently planned at this time.
- Other communication and cooperation as may be beneficial from time to time.
- Each organization agrees to provide annually a list of officers and staff with detailed contact information to facilitate such communication, to be updated semi-annually or as needed.
