Salt Institute
The National LTAP Association (NLTAPA) and the Salt Institute agree to formalize a Partnership to work together to foster a safe, efficient, environmentally-sound transportation system through training, technical assistance and technology transfer to equip and motivate roadway maintenance agency personnel to use the best available winter maintenance techniques and technologies, appropriate materials, and the services of NLTAPA members. Specifically, the Salt Institute intends to minimize or discontinue its current role in publications fulfillment while making winter maintenance training curriculum materials available to NLTAPA members for free downloading from its website. NLTAPA intends to provide its members with high-quality, readily-available, easy-to-use, and affordable materials to assist its LTAP Center trainers in their snow and ice control programs and seminars and to encourage winter maintenance agencies to train their equipment operators in the effective use of their materials and equipment.
Goals
- Improve the quality and variety of curriculum materials available for winter maintenance training by NLTAPA member trainers.
- Improve the effectiveness of winter maintenance training, technical assistance and technology transfer.
- Expand the availability of winter maintenance training and the number of winter maintenance agency personnel who are trained in best management practices.
Objectives
This partnering agreement seeks the following objectives:
- To provide a framework for Partnership action by the two organizations.
- To suggest actions that NLTAPA and the Salt Institute can take to achieve the Goals of the Partnership.
Action Plan
During 2001-2002, the NLTAPA and the Salt Institute agree to undertake the following actions to implement the goals of this Partnership:
- Appoint liaisons between the partners, one from each organization, to maintain communications between the two organizations.
- NLTAPA shall organize an advisory committee to identify the training, technical assistance and technology transfer needs of winter roadway maintenance agencies, with particular emphasis on personnel training. NLTAPA will approach its other partners, American Public Works Association (APWA) and National Association of County Engineers (NACE) and invite their full participation in this advisory committee. With or without APWA and NACE participation, the NLTAPA and the Salt Institute will participate in this advisory committee. The Salt Institute shall bear half the costs of the administrative support for the advisory committee.
- Using the findings of the advisory committee, NLTAPA and the Salt Institute will agree on which materials are required to achieve the goals of the Partnership. These materials may be for direct training of winter maintenance agency personnel or for training LTAP Center instructors in how to conduct seminars for winter maintenance personnel.
- The Salt Institute agrees to oversee preparation of these agreed materials at its expense; such annual outlays to be not less than $10,000 per year.
- NLTAPA agrees to encourage an understanding among its members of the value and utility of the materials developed and to promote their use by LTAP Center trainers.
- Each partner will provide a short written report to the governing board of the other partner no less than 30 days before the meeting of that board in conjunction with its annual membership meeting; such report shall review its satisfaction with the partnership activities. A representative of each partner shall have an invited opportunity to make a presentation to the general session of the annual meeting of the other partner. All costs of said participation shall be the responsibility of the representative.
- NLTAPA may invite and the Salt Institute agrees to provide one or more articles concerning the Partnership or its activities for use in NLTAPA's newsletter.
- The partners agree to conduct an ongoing evaluation of the achievement of the Partnership goals and to prepare an annual action plan to extend this collaboration beyond 2002.
- Either partner may terminate this Partnership upon 30 days written notice.
